Nel said members who were not able to return their books on Thursday would not be charged due to the short public notice.
The libraries include libraries Komani, Mlungisi, Ashley Wyngaardt, Ezibeleni,Whittlesea, Mcheula, Tendergate, Barringdon, Sterkstroom, Moltino, Hofmeyer and Tarkastad.
