Cogta to intervene in EMLM woes

The Department of Cooperative Governance and Traditional Affairs MEC Fikile Xasa plans to invoke section 139 (5) of the constitution. The Act indicates that if a municipality, as a result of a crisis in its financial affairs, is in persistent breach of its obligations to provide basic services, the relevant provincial executive can intervene and offer assistance based on the various options as listed in the Act.
