The centre assists children between the ages of 1 to 18 years as well as disabled youth. It is designed to accommodate children with special needs and the structure will be used as part of the educational facilities. To this end, the Premier has engaged the Departments of Health and Social Development to find therapists and teachers trained for special schools. The Department of Rural Development and Land Reform has purchased the consumable structure as part of a collaborative approach by various government stakeholders.
