CHDM mum on support staff costs

THE Chris Hani District Municipality (CHDM) has indicated that the recent appointment of eight support personnel attached to the office of the mayoral committee members, chief whip and municipal public accounts committee (Mpac) chairman was in line with the mayoral handbook.

CHDM communications manager Thobeka Mqamelo was responding to a media query from The Rep following information that the eight political principals had personal assistants employed for them.

Mayoral committee members are former Lukhanji executive mayor and finance head Nozi Makanda, Noncedo September Caba heading health and community services and Sibongile Mbotshane at the integrated planning and economic development portfolio.

Nonzukiso Matiwane heads the special programmes unit, Mthethunzima Jack corporate services and Siyabulela Zangqa at engineering. Wongama Gela is the Mpac chairman.

Mqamelo said support personnel were appointed and attached to the office of the political principals.

“Eight administrative clerks were appointed recently to assist these officers in the execution of their duties. These appointments were done in line with the provisions of the CHDM Mayoral Handbook which was adopted by council on 18 November 2015. The handbook clearly maps out the staffing requirements of the executive mayor, speaker (and other full-time councillors).

“Importantly, it further exempts them from the standing recruitment and selection processes to have the handbook fully effected.”

Asked what the cost implications were, she said: “We cannot disclose the cost implication relating to the staff salaries as there are contractual obligations binding the employer and employee in this regard.”
