Release of MIG grant to EMLM allows payment of service providers

The Enoch Mgijima Local Municipality (EMLM) has announced that the Municipal Infrastructure Grant (MIG) funding has been released with payments made to service providers.

In a statement by EMLM administrator Vuyo Mlokothi earlier today, he said it was widely reported that the MIG funding was withheld by the Department of Cooperative Governance and Traditional Affairs “owing to an array of allegations that led to the invocation of section 139 (1)(b) and 5 of the Constitution of the Republic of South Africa.”

He said this had unfortunately led to the infrastructure projects being halted and negatively hampering service delivery.

“In the recent week MIG funding was released by the department to a tune of R8 million and payments further effected to all those service providers who had submitted invoices.”

In addition, he said, an urgent meeting was called on November 8 for both the consultants and the contractors wherein the following were discussed and agreed upon:

  • Management of the standing time
  • Schedule of payments according to the Municipal Finance Management Act and Supply Chain Management Policy
  • Verifications of the certificates by MISA and the Department of Cooperative Government and Traditional Affairs.

“The meeting yielded positive results, in that it mended tainted relations and further brought hope in a quest of ensuring that service providers are paid within the agreed period. This is the period of restoration so that in the ultimate end game, the people of Enoch Mgijima duly benefit from the delivery of services in a sustainable manner. “
