SERVICE DELIVERY: A refuse removal truck belonging to Enoch Mgijima Local Municipality (EMLM) was found burned in Westbourne on Saturday evening. The burning of the truck is reportedly likely to affect rubbish collection as the municipality had most of its trucks auctioned to pay a R21m debt last year.
