The Chris Hani ANC Youth League has promised to make Enoch Mgijima Local Municipality ungovernable if the MEC for cooperative governance and traditional affairs (Cogta) Xolile Nqatha, does not remove Vuyo Mlokothi as the administrator.
The youth league secretary in the region, Aphiwe Mkhangelwa, said during a press briefing on Friday that they would mobilise all local youth formations to defy Mlokothi and ensure he is not able to do his work.
“We do not understand why the MEC is so hellbent on placing Mlokothi here, even at the expense of the people. We do not have a problem with the intervention in the form of section 139 (1) (a), but the person of Mlokothi in the position.
“He has failed to deliver on his mandate as per his terms of reference to assist the municipality to improve its finances and accelerate service delivery, and to implement cost-cutting measures.”
Mlokothi was place at Enoch Mgijima in September last year to assist the cash-strapped local authority to stabilise its finances and assist in revenue collection, among other aspects. His was given six months to do his work, which was renewed with a further six months in March this year.
Mkhangelwa said Nqatha insisted on Mlokothi because he wanted to advance his “personal interests” in an unscrupulous manner.
“There is no demonstrable improvement in the financial position of the municipality and service delivery since he took office. For instance the Eskom debt has increased and he has failed to mobilise financial resources. Moreover, the MEC has withheld the local authority’s equitable share which is unconstitutional conduct that signifies he does not take the people of this area seriously, as that fund is meant for service delivery.”
ANCYL regional executive member Yanga Zicina challenged the MEC to publicly demonstrate what Mlokothi had achieved, based on his terms of reference.
“The MEC needs to stop making reckless threats to dissolve this municipality and needs to be reminded that he works at the behest of the ANC and is a mere deployee of the organisation. An administrator does not replace council, but assists it for the benefit of the residents of the area.
“That Mlokothi is a problem at Cogta and they are trying to find a place to dump him anywhere. He was sacked at Nelson Mandela Bay municipality for this kind of behaviour. This is an attempt to loot state funds and we will not let that happen. We know about the issue of a security tender and the people interested in it. If people want it they must follow the correct procedures and not have unfair advantage over other businesses.”
Zicina promised that all local youth formations would take to the streets to demonstrate their dissatisfaction with the administrator, and would make the town ungovernable until Mlokothi was removed from office.
