
THE mid-year performance of Chris Hani District Municipality (CHDM), presented during the IDP Rep Forum meeting on Tuesday, has shown a decline in performance in most of the key performance areas (KPA).
Presenting the report, strategic manager and integrated planning and economic development acting director Bheki Mthembu said for the first quarter the district authority received 74% in the basic service delivery and infrastructure development KPA which was down to 69% in the second quarter. The overall performance in this KPA was, however, 72%.
Areas not achieved were water and sanitation services, human settlements functions and town planning functions. Achieved KPAs were disaster and fire services, food quality monitoring, as well as the implementation of the HIV/Aids programmes and the roads service level agreement.
In the local economic development KPA, CHDM scored 57%, down from last quarter’s 61%, with an overall performance of 59%. Support to small, medium and micro enterprises and crop production as a result of drought were not achieved, while livestock improvement and support to irrigation schemes, tourism and heritage development programmes, as well as support to small industries were met.
Municipal transformation and organisational development improved by 5% from 64% in the first quarter. This KPA stood at 67% with implementation of the electronic document management system, ICT programmes, implementation of water services provision programmes and development of the security management plan not met. Acquisition of the municipal fleet, implementation of wellness programmes and filling of vacant posts were met.
Financial viability and management was at 86% in the first quarter, dropping to 74% in the second with an overall of 80%.
Resolving audit findings, preparation of quarterly financial statements and asset verification and development of by-laws were areas not met in the KPA. Submission of commitments register, implementation of municipal standard chart of accounts (mSCOA) and employee costs reconciliations were met.
Other areas in the KPA that were met, were customer care management programmes, assurance provision services and the implementation of performance management instruments. The average institutional performance level currently stands at 72%.
CHDM executive mayor Kholiswa Vimbayo said the district municipality’s IDP was informed by local municipalities in the area.
