Ratepayers’ anger over dirt: Today 39 years ago, Indwe ratepayers called for a public meeting with the Indwe Municipality to discuss openly with councilors and officials about problems facing the Eastern Cape town.
 
According to former Ratepayers Association president Ivor Hillhouse and association member D.J.
